When the green monkey was Woot, he was perfectly able to use the magical apron. My guess is that the assumption that Mrs Yoop is out of play is overly optimistic. She has many magical devices in the house and may yet be able to complete making a new magical apron. Especially if it is woven out of magical thread that is already on hand.
